What a page has left is shared by all of it, so it says nothing about a stream that isn't JBIG2: a bad
Flate or JPEG mask dropped its picture on a page that had spent its allowance, and a failing image of
another kind raised a false "content skipped". Both ask about the stream now.

The allowance also outlived the page on its thread, and a Context used again kept it. interpret_page
sets it, and a guard ends it with the page.
