Holding Shift while dragging a corner handle now preserves the annotation's
current proportions, unless the annotation has its own fixed aspect ratio
(image signatures). This matches Acrobat behaviour for comments, stamps,
and form fields.

- Added  helper to compute the effective ratio from fixed
  aspect, current proportions with Shift held, or none.
- Updated  in comments.rs and  in prepare.rs to
  pass the Shift modifier.
- Updated signature_drag.rs to read and pass Shift.
- Added tests for the new Shift behaviour in comments.rs and prepare.rs.
- Updated docs/ui-parity.md and parity/acrobat-features.toml.

Fixes #2199
