Merge current main into PR #1919

Resolve independent progress-document conflicts while retaining upstream updates and the existing regression-tested fix. Refresh the relevant milestone notes and rotation regression evidence; feature scores remain unchanged.

Fresh checks: cargo fmt --all -- --check, git diff --check, and layering/assets/parity gates. Focused production/test files and lockfiles match the prior green CI head. Full CI will rerun on this merge.
