M11: Reduce File Size's descriptions say black-and-white images go to 300 ppi

doc_reduce, the engine's reduced_bytes doc, the optimize README's
presets and the optimize.reduce parity note still said every image
above 225 ppi goes to 150 ppi; black-and-white images go to 300 ppi
above 450 ppi, as CCITT Group 4 when smaller.
