feat(ui): reorder and cycle document tabs

Reorder document tabs by dragging while keeping the active document and its view state. Add Ctrl+Tab and Ctrl+Shift+Tab cycling in visible order, including Combine files, and translate the menu labels.

Keep timestamped batch test expectations tied to the originally generated PDF bytes.
