Subject: [PATCH] Integration: #2714 Lao date names and drop the stray
 Preferences... key

DATE_LANGUAGES gains the lo row in the same position as in LANGUAGES, so
date_languages_are_the_interface_languages holds; lo.tsv loses a key that
matches no English source.
