Remove scripts/package-japanese-macos.py, the japanese-local feature and its
config/library/startup overrides, the settings.language migration, and the
local-build notes in the docs. Upstream library and config defaults (incl.
library::default_dir, which already honours LIGHTCRAFT_LIBRARY) are unchanged.
