Kaan 520d0917c0 Add opt-in Windows VRR flicker workaround ...

Add a restart-required setting that opts Windows DX12 into DirectComposition to help prevent G-SYNC/FreeSync flicker. Keep other renderers unchanged, and note that hardware verification is pending.
