Brandon ThomasandClaude Opus 5.5 87a58b4183 LR-BEHAV-LOCALIZE: one Language menu entry per language; parity reads the language table

- UI_COMMANDS still listed app.language.english/japanese next to the new
  LANGUAGE_COMMANDS table, so Edit > Language showed English and 日本語 twice
- LANGUAGE_COMMANDS is `pub const`, the form xtask parity scans for; a test
  reads the real menus.rs and checks every language id is found once
- the Simplified Chinese command is app.language.simplifiedChinese, in line
  with the other camelCase command ids (the settings code stays zh-hans)
