ci: exclude dev tool scripts from SonarCloud coverage gate
tools/ and docs/ scripts aren't unit-tested; exclude them from coverage so the
new-code coverage gate doesn't block hardening-only changes.

ci: add sonar-project.properties for CI-based analysis
Marks the project ineligible for SonarCloud Automatic Analysis, resolving the
CI-vs-automatic-analysis conflict so the SonarCloud workflow succeeds.
