Stefan FransenandClaude Fable 5.1 60e113bcd7 i18n: Dutch (nl) interface language ...

Adds a Dutch catalog (`i18n/nl.rs`, 518 labels) covering every key the
other catalogs translate: ribbon, context menus, File view, dialog
titles and the Options page. `nl-NL` and `nl-BE` locale tags resolve
to Dutch. Updates localization parity and the roadmap.
