Dylan M. Taylor 168acc5889 packaging: shell, PowerShell and web page fixes (SonarCloud S7688, S7679, S7682, S8677, S7926) (#2323) 
- Shell: [[ ]] for conditional tests, positional parameters copied into
  named locals, explicit return at the end of the env.sh helpers.
- PowerShell: the desktop-shortcut smoke test writes its progress with
  Write-Output instead of Write-Host.
- Web: the viewport no longer sets user-scalable=no, so people can zoom
  the page.
