Merge PR #2061: i18n: Dutch (nl) interface language

- crates/ui-egui/src/i18n.rs: language registration lines kept from both sides (Language::ALL has 17 entries).
- ROADMAP.md: one Last updated line naming both changes; both progress-log rows kept.
- docs/localization-parity.md: one Last updated line naming both changes; both revision rows kept.
