view: hidden outline symbols answer no clicks; parity rows updated

Browse Source 
With headings hidden too, a level button sat across the empty column band
at the grid's top edge, so a click there still ran it. Outline hit testing
now stops when both bands are empty. The parity doc no longer lists Ctrl+8
as missing.
