docs: list Czech (cs) in the localization status

Browse Source 
Czech joins Russian under "other shipped languages" in ROADMAP.md and
docs/localization-parity.md: 266 ribbon labels (~12%), menus only,
formulas still en-US. Timestamp lines and revision history updated.
Kept separate from the catalog so it can be dropped if the docs are
refreshed upstream.
