Dylan M. Taylor 7576186878 security: validate CLI paths/args in dev tools (SonarCloud S2083/S8707/S8705) (#2723)
* security: validate CLI paths/args in dev tools (SonarCloud S2083/S8707/S8705/S7044)

Resolve and validate command-line path arguments before use, enforce HTTPS at
download sinks, and confirm path containment. Hardens local codegen/fetch tools
against path-traversal and command-argument-injection findings.

* ci: exclude dev tool scripts from SonarCloud coverage gate

The extract_tables.py codegen tools aren't part of the unit-tested surface;
exclude tools/, docs/, examples/ from coverage so the new-code coverage gate
doesn't block hardening-only changes.

python3 extract_tables.py h265.txt > ../src/spec_tables.rs
Only the specification text is read. Extracted: CABAC initValue tables (Tables 9-5..9-35) arranged per
initType following Table 9-4, default scaling lists (Table 7-6), intraPredAngle / invAngle (Tables 8-5,
8-6), QpC (Table 8-10), beta'/tC' (Table 8-12), luma / chroma interpolation filter taps
(equations 8-236..8-238 and 8-249..8-261) and the 32x32 DCT matrix (equations 8-319, 8-321).
