BFlatandClaude Opus 5.5 b3203582e9 M1: Scale tool panel: scale by factor or size around an anchor (#49) ...

While the Scale tool (K) is active, the Design panel shows a Scale
section: width and height fields that scale proportionally, a scale
factor field and a 3 x 3 anchor picker for the point that stays put.
It goes through transform.scale, so strokes, effects, radii and text
scale with the layers.
