AganzeFelicite 24a512793c M4: a drag anywhere in vector edit mode draws a marquee (#1508) ...

A press more than a few pixels from the edited shape left edit mode at
once, so a drag over another layer moved that layer. The press now
starts a marquee; released without a drag it still leaves edit mode and
replays the click to the normal tool.
