packaging: RPM declares the glibc 2.35 floor, so RHEL 9 refuses it

FigCraft's RPM declares no glibc floor, though the deb has `libc6 (>= 2.35)`. On Rocky Linux 9
(glibc 2.34) the RPM installs, and then `figcraft-cli` fails with ``/lib64/libm.so.6: version
`GLIBC_2.35' not found``.
