Claude eee8fa786c Merge main into fix/712-eyedroppers-everywhere ...

The Effect Controls viewer hook moved to effect_controls/viewer.rs and the frame loop to
app/frame.rs (#2491); the popup eyedropper is carried over as its own function there.
