eot() only refused fsType 0x0002 exactly, so 0x0003 (which
FontFace::restricted_licence and file.package already treat as
restricted) and Bitmap embedding only (bit 9, e.g. 0x0200, 0x0208) were
embedded with their glyf outlines. Reuse restricted_licence and also
refuse bit 9, matching VectorCraft's Package (storytold/vectorcraft#782).
