`Session::selection_has_list` checks every paragraph the list commands apply
to (selected text, cells or text frames). Type › Apply Bullets / Numbers and
Properties' Bulleted and Numbered List buttons both use it, so a selection
reaching an unbulleted paragraph isn't shown pressed. An explicit `on: false`
leaves paragraphs with the other list type, and their hanging indent, alone.
