Registers pt-br in the interface-language menu (Edit › Interface
Language) with a dedicated pt_br.rs catalog mirroring the ar.rs
pattern: 1005 (en, pt-br) pairs covering the same key set, with the
'pt-br' dispatch added to i18n::tr and the translation test extended.
