Isaac Levine 5473f42de4 Engine: guard test flags bare fs calls and Path probes, and scans every crate that reads paths ...

The scan now reads crates/*/src instead of only the engine, and flags fs::
after use std::fs or use std::{fs, ...}, std::fs, File::open/create,
OpenOptions, direct atomic writes and the Path probes (metadata,
symlink_metadata, canonicalize, read_dir, try_exists, exists, is_file, is_dir,
read_link). The files it leaves out are listed with the reason for each, and a
second test fails when an entry no longer needs its exception.
