aiongg 3751d0346c UI: Quick Apply runs its first entry only on a fresh Return ...

Pressing Cmd+Return again while Quick Apply is open, or holding it until
it repeats, reached the palette as Enter and ran the first entry. The
palette now counts only a Return press that isn't a repeat and has no
Cmd.
