Nikita RakitinandCursor 7d23e4670b Charts: pie and doughnut data labels use the number format (#324) ...

Pie and doughnut data labels still went through fmt_num, which rounded
anything non-integral to one decimal (999.99 drew as "1000.0"). They now
use Chart::data_label like the other label paths (series format, else
axis format, else General), and fmt_num is gone.
